Future Scenarios in Vejle Municipality
How can public leaders shape the welfare system of the future so that citizens, employees and relatives all find it attractive?
In Denmark, we usually make public housing available to the disabled who cannot manage on their own.
But in Vejle Municipality, a group of leaders challenged themselves by asking “What does the future welfare system look like, if it does not include buildings?”
Together we went on an innovation journey that focused on the care of the future – seen from many perspectives. The managers’ visions were challenged by field research among adults with developmental disabilities, relatives of the disabled and employees.
The study showed what core values (and shortcomings) exist in the system today. Using them as a starting point, we developed a catalog of future scenarios. Ideas from the catalog are implemented in the municipality today. They are concrete actions and ways of working that can help Vejle Municipality into the future.

“Thank you for the cooperation. It has been very inspiring and developing. When you “just” learn to loose control and follow the process, even I have seen that you, Mette, have succeeded well, in getting us to the finish line…“
– Niels Chr. F. Hansen, Center-manager, Vejle Municipality
